§ Mr. Cledwyn HughesMy impression is that most local authorities are doing their utmost to keep down the rates. The domestic element of rate support grant will be worth a saving of an extra 5d. rate to householders in 1968–69, making 10d. altogether, and I am sure that this is having an important effect on the rates that are being fixed.
