49. Mr. Fisher

asked the Minister of Health whether he will consider taking steps to extend the scope of the work of the Parliamentary Commissioner to cover the National Health Service so that he can investigate complaints of patients and staff.

This proposal was fully considered during the passage of the Parliamentary Commissioner Act, 1967 and was rejected by Parliament.

It would seem premature to reopen the matter after less than a year's experience of the Commissioner's present functions.
