asked Her Majesty's Government:

Whether it is their intention to hold a full departmental inquiry into the conditions prevalent in the loading of horses on ships for export from this country.

LORD BESWICK

No. My right honourable friends the Minister of Agriculture, Fisheries and Food, and the Secretary of State for Scotland, see no justification for such an inquiry. The conditions under which horses are loaded for shipment abroad are the subject of regulations which make provision for the welfare of these animals. There is no convincing indication that these provisions are inadequate or that they are not generally effective.
