§ Mr. Biffenasked the Minister of Housing and Local Government what percentage increase in rates and earnings is represented by the proposed increase in the basic rate of 4½d. an hour for craftsmen in the water supply industry; and if he is now able to confirm that the settlement conforms to the Government's prices and incomes policy.
