§ Mr. WhitlockInitially the scheme will be based on ten offices, six in Kowloon and four in Hong Kong Island, which will be staffed by district officers with supporting staff. The district officers will make themselves accessible to those living within their districts with the object of providing a two-way channel of communication between the people and the Government. They will assess the impact of Government policies on the people of their districts, recommending variations where appropriate, and will undertake a number of simple services such as mediation in minor disputes and assisting in obtaining legal aid.
