Friend has repeated the advice given to local authorities by his predecessors since 1955 that students from outside England and Wales at hostels attached to further education establishments should be charged the economic cost of boarding. The purpose of this is to ensure that none of the cost falls on local authorities. If these arrangements cause cases of hardship among existing overseas students I am ready to consider what can be done to help them.
