asked the Minister of Housing and Local Government whether he will take steps to subject caravans that are static on caravan sites for long periods to the same control with regard to colour as permanent houses.

Existing legislation enables local planning authorities and licensing authorities to control the colour of caravans by imposing conditions when granting planning permission for sites. This power is identical with that available for controlling the colour of permanent houses.

As the result of undertakings given during the passage through Parliament of the Caravan Sites and Control of Development Act, 1960, local authorities were then advised to use discretion in exercising this power. My right hon. Friend has, however, recently asked the National Parks Commission to study the matter and discuss it with the caravanning and manufacturing interests with a view to minimising the impact of caravans on the appearance of the countryside.
