Mr. David Howellasked the Chancellor of the Exchequer whether he will now instruct Departments to adopt modern systems of planning, programming and budgeting, and consequently to submit all future estimates on the basis of functions, or groups of related activities, rather than in the traditional administrative categories.

Member for Wallasey (Mr. Marples) on 23rd May and 11th June.
