§ Mr. EnnalsMr. Martin Ennals has sent me a report of a survey he has conducted in Kenya, and I have discussed it fully with him. It is a very useful study, but I had to make it clear that I could not accept all the findings of fact in the report, nor agree with many of the conclusions. But I share the hope, expressed in the report, that the survey will contribute to a better understanding of the problems facing citizens of the United Kingdom and Colonies in Kenya.
