§ Mr. Harold LeverThe staff employed on the administration of the P.A.Y.E. system have to deal with taxpayers' affairs as a whole, which include liabilities that arise irrespective of the P.A.Y.E. system. It is not, therefore, practicable satisfactorily to segregate the staff and cost attributable to the P.A.Y.E. system.
