§ Mr. Frank Allaunasked the Secretary of State for Foreign Affairs what steps Her Majesty's Government will take to prevent the breach of the nuclear test ban agreement by a major leak from an underground test explosion.
§ Mr. MulleyThe responsibility for underground test explosions belongs to the State which carries them out, and I am sure that these States take seriously the obligations that they have accepted under the Partial Test Ban Treaty. Her Majesty's Government would not regard lightly any breach of the Treaty.
