§ Mr. Edward ShortQuality of reception depends on many factors and can vary from house to house and from time to time. To use such a variable base for the fixing of licence fees would not be a practicable proposition. I do, however, sympathise with viewers in mid-Wales and am having a special study made in the area to see to what extent it might be possible to resolve reception problems, for example by the use of relay services.
