§ Mr. Edward ShortMail sent at the 3d. printed paper rate is liable to be deferred in favour of fully-paid mail. For most printed papers this deferment can be accepted as worth the saving in postage. But date of delivery is important with greetings cards and the purpose of this campaign is to avoid the disappointment caused by their late arrival.
