§ Lord Balnielasked the Minister of Social Security what would be the estimated yearly cost of abolishing all contribution conditions for benefits under the National Insurance Scheme, as is already the case with regard to benefits under the Industrial Injuries Scheme; and to what extent this cost would be offset by administrative savings in connection with the keeping of contribution records.
