§ Mr. van Straubenzeeasked the Minister of Social Security why no explanatory note has been provided with the Family Allowances and National Insurance Act, 1967 (Commencement) Order, 1968.
§ Mrs. Hart:It has not hitherto been the practice of my Department to provide explanatory notes for Commencement Orders containing transitory provisions, as the provisions have been considered to be self-explanatory. On reflection, however, it appears to me that the transitory provisions in this particular Order are less easily understood than the earlier provisions, and I shall arrange for explanatory notes to be provided for any similar provisions in future Orders.
