§ Mr. SwinglerThe Government's provisional proposals envisage the establishment of a central authority, the location of whose headquarters has not yet been decided, together with a Scottish port authority. The latter will have its headquarters in Scotland and will enjoy the widest possible measure of independence in the management and operation of the Scottish ports included in the scheme of reorganisation.
