asked the Secretary of State for Foreign Affairs what instructions are issued to British missions overseas regarding the issue, or renewal, of United Kingdom passports to citizens of the United Kingdom and Colonies; and what material change there has been in such instructions since the Commonwealth Immigrants Act was passed in 1962.

The only relevant change in the instructions since the Commonwealth Immigrants Act was passed in 1962 is that United Kingdom passports issued to citizens of the United Kingdom and Colonies who quite clearly fit into one of the definitions of "belongers" of a particular dependent territory should be endorsed as having been issued on behalf of the Government of that territory.
