§ Mr. Hugh D. Brownasked the Secretary of State for Scotland what estimate he has made of the effect on domestic ratepayers in Scotland and Glasgow, respectively, of granting relief of 25 per cent. on commercial properties and reducing by 25 per cent. relief given to industrial properties.
§ Mr. RossTaking Scotland as a whole, the effect in 1966–67 would have been to increase the domestic ratepayers' share of the rate payments from 48.2 per cent. to 48.6 per cent. But the distribution of Exchequer grants would be altered by the changes in rating resources of local authorities, and the effect on the area of any individual authority could not be estimated without making complex calculations for all of them.
