asked the Minister of Housing and Local Government what inquiries he has made, or will make, into the difficulties of families with young children living in multi-storey flats; and what safeguards and solutions he proposes.

The Department is at present undertaking a survey of tenants' experience in a wide range of housing layouts, including ones with multi-storey flats. This is part of a major study on which it is intended to publish the first of a series of Design Bulletins next year.

Meanwhile, local authorities are encouraged to provide in their housing layouts not less than the minimum standards of play space recommended in the Parker Morris report, and the Department's recent Design Bulletin—Safety in the Home—contains advice about safeguarding child-en living in high flats.
