asked the Secretary of State for Scotland (1) why the Government has refused to undertake a review of students' grants following the increased cost of living and the announced increases in students' residence charges;

(2) whether he will state the reasons for the Government's failure to adopt the recommendations of the advisory panel on students grants set up by the Government.
