§ Mrs. Ewingasked the Secretary of State for Scotland (1) if the Government will arrange for the payment of the cost of the recent storm damage in such a way that local authorities do not have to borrow money with consequent interest repayments over a number of years;
(2) if the Government will put a ceiling on the amount which will be added to rates as a result of the recent hurricane disaster.
