§ Dr. David Owenasked the Minister of Social Security what is the estimated cost of extending the constant attendance allowance to the civilian disabled.
§ Mrs. Hart:The constant attendance allowance is a special benefit which is payable to a limited number of severely disabled pensioners under the war pensions and industrial injuries schemes. I have no means at present of estimating the cost of such a benefit for the population at large, but a clearer picture of the extent of severe disablement should emerge from the survey which my right hon. Friend the Minister of Health announced on 23rd October last.—[Vol. 751, c. 1332–3].
