§ The Prime MinisterA mission led by Mr. Katzenbach, an Under-Secretary in the State Department, paid two visits to London in the first week of January to explain the economic measures being considered by the United States Administration, against the background of President Johnson's reaffirmation, in his Message to the Nation, that trade liberalisation remained the basic policy of the United States.
