§ Mr. John MorrisNo. We do not think that a general direction is necessary or appropriate. The Ministry is now including in all special orders to move abnormal loads by road a requirement to telephone the signalman before proceeding over a level crossing fitted with automatic half-barriers. My right hon. Friend is urgently considering whether any other measures can usefully be taken in advance of the formal investigation.
