Mr. Ellis

asked the Minister of Transport what are to be the criteria for granting heavy vehicle licences; and when he intends to implement this scheme.

Mr. Marsh

The criteria for a heavy goods vehicle driver's licence will be, broadly, recent experience of driving such vehicles, or, in the absence of recent experience, a demonstration of driving ability in a special driving test. The applicant's conduct as a driver and his health will also be considered.

I will write to the hon. Member giving him further details.

I shall announce the starting date for this scheme as soon as possible.
