§ Mr. Lubbockasked the Secretary of State for the Home Department why he has refused to grant visas to the three students from the South Vietnamese Liberation Students Union who have been invited to this country by the Radical Students Alliance, the Union of Liberal Students and five university students' unions.

Friend the Prime Minister told the House on 30th April that anyone who was prepared 443W to come here to make a positive contribution to peace in Vietnam would be encouraged, but not those who wished to make propaganda. My refusal of the visas referred to in the Question was based on these considerations.
