§ Mr. MellishI authorised the closing of the Mall under my powers of management of the Royal Parks conferred by the Crown Lands Act, 1851. Pedestrians are taking less advantage of the closure during the winter, but continuity causes less confusion. Throughout the winter, the closing is in force during daylight hours only, and the notices will be amended
