§ Mr. Merlyn ReesThe initial phase of the urban programme was confined to county and London boroughs with specially urgent social problems. In later phases, which I hope to initiate early next year, proposals will be considered from other areas. While I cannot say what particular assistance will be given to particular authorities, Bedford will benefit from the higher percentage rate of grant which I have proposed should be paid under Section 11 of the Local Government Act, 1966.
