asked the Minister of Transport, what criteria he uses for the inclusion of the cost of approach roads in the calculation of capital charges in relation to bridges, on which tolls are charged.

In the only trunk road case of this kind, the Severn Bridge, the criterion was that those sections of the approach roads giving access only to the bridge should be included in the capital cost of the scheme, all of which is to be recovered by tolls.
