asked the Secretary of State for Social Services what use is made of data available from Income Tax returns and Pay as You Earn records to trace individuals entitled to supplementary benefits who are not receiving them.

None. Apart from issues of confidentiality, Income Tax returns, even if available, would not normally provide sufficient information to determine whether a person was entitled to supplementary benefits or to social welfare benefits.
