Mr. Hugh Fraser

asked the Secretary of State for Social Services if he is aware that, owing to the shortage of school places, many children are unable to enter school for some time after their fifth birthday and are therefore deprived of their welfare milk tokens; and whether he will arrange for such children to continue to receive milk tokens up to the date of entering primary school.

Children are already entitled to welfare milk for one month after their fifth birthday and any extension of this period up to the date of school attendance for the small number concerned would involve disproportionately heavy administrative costs.
