§ Mr. Elystan MorganThe Home Office does not provide childrens' homes. The information provided by local authorities in England and Wales for the purpose of consultations on grant (Local Government Act, 1966, section 1(3)) shows that in 1967–68 the average gross cost of the children's homes they provide was £14 5s. 6d. per week per child accommodated. Of this, £1 3s. 10d. represents the recurrent cost of financing capital expenditure, i.e. debt charges plus expenditure of a capital nature financed out of revenue.
