asked Her Majesty's Government:

Whether, with regard to the dismissal by Parliament of the proposal that the public be permitted to circulate on footpaths on pedal cycles, they can now give an assurance that passage on horseback on footpaths is likewise not permitted.

Parliament has not dismissed the proposal to allow cyclists to use footpaths. The Government have undertaken to redraft the proposed clause in the Countryside Bill to give effect to this recommendation of the Gosling Committee, and there is, of course, an opportunity of considering whether the law should be changed while the Countryside Bill is before the House.
