§ Mr. Elystan MorganAll prisoners who are eligible for parole are considered, unless they expressly ask not to be. About 9 per cent. of the prisoners in England and Wales eligible up to 1st April, exercised this option. Of the remainder, 8 per cent. were granted parole.
