§ Mr. EnnalsCarrying companies are well aware of the obligation that may be imposed upon them if they bring a passenger here and he is found to be inadmissible. The best safeguard, both for the passenger and for the carrying company, is for a visa, entry certificate or employment voucher to be obtained before the journey is begun.
