asked the Secretary of State for Scotland whether he intends to continue the scheme of capital grants to local voluntary youth organisations.

Mr. Ross

Yes. The scheme will be extended for a further two years, until 31st March, 1970, and I am informing the education authorities and the national voluntary youth organisations accordingly. Individual grants will continue to be conditional on the education authorities concerned making a contribution of at least half the Government grant.

Applications will be dealt with on their individual merits, but priority will in future be given to projects in areas where there is the greatest need on social grounds and to projects which will provide facilities mainly for young people in the 14 to 19 age group.

Although grants will still normally be limited to £10,000 or 50 per cent. of the approved cost, whichever is the less, for any one project, I shall be prepared to consider making grants in excess of these amounts for specially important projects in areas of greatest need.
