asked the Postmaster-General why he has instructed telephone operators not to offer to ring back a caller when the number asked for is engaged.

My hon. Friend has been misinformed. There has been no recent change in the procedures followed by telephone operators. When the line is engaged they offer to keep in hand calls which the customer cannot dial for himself. On calls which the customer can dial for himself, the operator does not always offer to keep the call in hand but will do so if asked.
