§ 39. Mr. Fisherasked the Secretary of State for Commonwealth Affairs what representations he has received from the Government of India and from other sources on the entry of Kenya Asian holders of British passports into the United Kingdom from India this summer; and what arrangements he is making to deal with them.

We are in discussion with the Government of India and other Governments 317W with the aim of making the entry system as a whole work as smoothly and humanely as possible. The Indian Government has announced that Asian holders of United Kingdom passports normally resident in Kenya will henceforth be allowed to enter into India only if their passports contain an endorsement issued by Indian Missions abroad, and that such endorsements will be issued only on compassionate grounds in exceptional cases. Applications for entry into the United Kingdom from United Kingdom passport holders who have left Kenya for India will receive careful and compassionate consideration in the light of the criteria announced for the allocation of special vouchers.
