Mr. Whitaker

asked the Secretary of State for the Home Department whether, in view of the Court of Appeal's decision in Regina v. Sweet, he will propose an amendment to the Dangerous Drugs Act, 1965, to require that knowledge should be a necessary element in culpability.

Mr. Elystan Morgan

The provision in question will be considered when the Advisory Committee on Drug Dependence submits its report on the medical, scientific and legal aspects of cannabis.
