At present I am not convinced that legislation is needed.

So far over 90 per cent. of the new houses built in Scotland are covered by the National House-Builders Registration Councils' scheme, which provides inspections during construction and guarantees, backed by insurance, against defects.

In addition, I understand that the Building Societies Association has recommended that its members should give loans on new houses only where these are built by registered builders, and I understand that this will become a firm requirement on 1st September, 1968.
