asked the Minister of Transport if he is aware of the danger of convoy driving, such as caravan carriers, and articulated car carriers; whether he will consider introducing legislation giving the police powers to limit this practice in the interest of road safety; and whether he will make a statement.

I do not consider it a suitable subject for legislation.

Advice to drivers about leaving sufficient space between vehicles is already given in a number of ways, and I hope to emphasise it further in, for example, the revised version of the Highway Code and the Ministry's driving manual. I am also considering with the Central Office of Information the production of a film covering this particular problem.
