asked the Prime Minister what instructions are given to senior civil servants on official contacts and discussions of policy with Members of the Opposition.

The Prime Minister

Senior civil servants are expected to behave at all times, and in my experience do most loyally behave, so that their political impartiality will remain above suspicion; but there are not under this Administration nor were there under previous Administrations specific instructions on the matters raised.
