Mr. Edward M. Taylor

asked the Secretary of State for Scotland if he is aware that, despite the decision in the Airdrie Sheriff Court on 8th November, 1967 on the question of the fixed charge levied on consumers using off-peak electricity, consumers are being refused repayment of charges which have already been paid; and if he will give a general direction to the South of Scotland Electricity Board to ensure that all these charges are repaid.
