Mr. Ronald Bell

asked the Chancellor of the Exchequer in what circumstances officials of the Customs and Excise are instructed to act as agents provocateurs in connection with betting taxes; and in particular in what circumstances they are instructed to place bets with bookmakers with public money in order to check returns of betting tax.

Officials do not act as agents provocateurs; tests are made from time to time to ensure that the general betting duty is paid in accordance with law.
