§ Mr. Frederick LeeI am not aware of the particular advertisements in mind, but such arrangements are common in some occupations. Arrangements for the refund of expenses genuinely and necessarily incurred in performing one's work are not subject to the 3½ per cent. ceiling. I should also make it clear that there is now no norm for pay increases.
