asked the Secretary of State for Economic Affairs whether he is aware that vacancies are being advertised at stated salaries including payment of all road transport fares above 2s. 6d. per day; whether this means of granting extra payment to workers will be allowed above the 3½ per cent. norm; and by what method he proposes to restrict such payments.

I am not aware of the particular advertisements in mind, but such arrangements are common in some occupations. Arrangements for the refund of expenses genuinely and necessarily incurred in performing one's work are not subject to the 3½ per cent. ceiling. I should also make it clear that there is now no norm for pay increases.
