asked the Minister of Housing and Local Government whether, notwithstanding that council rents are based on gross rateable value, he will introduce legislation to ensure that the penalty of a rent increase in addition to a rate increase is no longer imposed upon tenants because at their own expense they have improved their corporation property by erecting garages and making other improvements within its curtilage.

Legislation is not necessary since local authorities are not obliged to base rents on gross values. Where such a method is used, authorities have discretion to make any necessary adjustments which they consider desirable.
