§ Mr. Edward Lyonsasked the Minister of Housing and Local Government whether, notwithstanding that council rents are based on gross rateable value, he will introduce legislation to ensure that the penalty of a rent increase in addition to a rate increase is no longer imposed upon tenants because at their own expense they have improved their corporation property by erecting garages and making other improvements within its curtilage.

§ Mr. MacCollLegislation is not necessary since local authorities are not obliged to base rents on gross values. Where such a method is used, authorities have discretion to make any necessary adjustments which they consider desirable.
