The incomes of persons in the groups mentioned by my hon. Friend include those settled by individual negotiations and those derived from self-employment and trading activities. The Government have made it clear that the call for substantial restraint over the next two years is intended to apply to all such groups as it does to those whose incomes are fixed within the usual processes of collective bargaining.

The Government have the power to refer appropriate cases to the National Board for Prices and Incomes.
