Mr. Fletcher-Cookeasked the Chancellor of the Exchequer why it is his practice that export rebate should not be payable upon consignments for which bills of lading have been signed before 31st March, 1968, irrespective of the date upon which the ship or aircraft carrying the consignments actually sailed or flew.
