§ Mr. RossThe reorganisation of the Civil Defence Corps, which I had asked local authorities to aim at by 30th September, was completed by mid-October. Work is continuing on other aspects of the reorganisation of local authority civil defence, and I should like to pay tribute476W to the spirit in which this task is being tackled.
