Mr. Whitaker

asked the Chancellor of the Exchequer what is his estimate of the total annual amount at present spent on social services, and of the total annual amount of tax allowances of all Income and Surtax payers and of those earning over £2,000 per annum, respectively.

The 1967–68 estimate for expenditure on social services, as defined in the National Income Blue Book, is £6,440 million.

To abolish the personal allowances, the allowances for children and other dependants, and the special earned income allowance which is given for Surtax purposes (but not the ordinary earned income relief) would yield about £3,450 million in a full year of which about £3,400 million would come from persons above the present effective tax exemption limit, and about £250 million from persons with total incomes above £2,000 per annum.
